Luca Niculescu is Romania’s Secretary of State of Foreign Affairs and National Coordinator for the country’s accession to the OECD, appointed in 2022. He previously served as Romania’s Ambassador to France, Monaco, and Andorra (2016–2022), and represented Romania at international organizations such as the OECD and the Organisation internationale de la Francophonie.
Before his diplomatic career, he was a prominent journalist for over two decades, including as editor-in-chief at Radio France Internationale Romania and correspondent for major French media outlets. He holds degrees in journalism from the University of Bucharest and CUEJ Strasbourg.
He has been honored with numerous awards, including the Légion d’honneur (2023) and the Ordre des Arts et des Lettres (2019).
